Michael Bousselot

Mike is an Iowan. He grew up here, went to school here, and has made his life here in business and in public service. Today, he lives with his wife Holly in Ankeny and serves as State Representative for Ankeny and North Polk County in Iowa House District 37.

Mike is an experienced public servant. He worked for former Iowa Gov. Terry Branstad as an advisor, legal counsel, and as chief of staff. Iowa Gov. Kim Reynolds appointed Mike as Budget Director and Director of the Iowa Department of Management.

Mike is a businessman. Mike graduated from Davenport Central High School and attended the University of Iowa for undergraduate and master’s degrees in accounting. After graduation, Mike worked at Deloitte and Touche before moving to Des Moines to attend Drake University Law School. He has worked in law, agriculture, and financial services before starting his own land and real estate businesses.

Mike is one of us. He has made his life, business, and public service here in Iowa. He serves on the Board of Directors of the Iowa Sports Foundation, which hosts the Iowa Games, co-founded Professionals for Charity, and is an active member of St. Luke the Evangelist Catholic Church in Ankeny. Growing up in Davenport, both of Mike’s parents came from farm families, working for and retiring from John Deere.

Marcy Buckner

NAHU Update

Marcy M. Buckner, J.D., is the senior vice president of government affairs with the National Association of Health Underwriters (NAHU). In this role, Marcy manages the association’s government affairs team, including the monitoring of activities of all state legislatures, insurance departments, and intergovernmental organizations to coordinate efforts to advance the interests of professional health insurance producers. In addition, she serves as the association’s liaison to federal agencies such as the Department of Health and Human Services, Centers for Medicare and Medicaid Services, Internal Revenue Service, and the Department of Treasury. Marcy is also the staff liaison to NAHU’s legislative management team, Legislative Council, and Legislative Council working groups.

Marcy received her Juris Doctor from New England School of Law in Boston, Massachusetts, and her Bachelor of Arts degree in Political Science and History from the College of Charleston in South Carolina.

When she’s not in the office or traveling the country speaking at healthcare symposiums, Marcy spends time introducing her rescue Cavalier King Charles Spaniel, Harrison, to city life.

Compliance Assistance on Mental Health Parity

Ms. Dodd joined the U.S. Department of Labor, Pension and Welfare Benefits Administration in 1992. During her career with the Department, she has conducted over 400 investigations of plan-level health plans, multiple employer welfare arrangements, and service providers to ERISA-covered welfare plans. In November 2014, Leondra transitioned into her current position as the Kansas City Regional Office’s Senior Advisor for Health Investigations.

With the passage of the Consolidated Appropriations Act of 2021, Leondra was appointed to work on the Department’s Blue Ribbon Mental Health Parity and Addiction Equity Act Nonquantitative Treatment Limitations Task Force. The Task Force works to develop the policies and procedures for reviewing comparative analysis and processing complaints of systemic parity violations across the country.

Casey Ficek joined Delta Dental of Iowa as Government Relations Manager in the fall of 2021. Prior to that role, he served as the Vice President of Public Affairs with the Iowa Pharmacy Association. Casey has close to a decade of experience helping to influence Iowa’s health policy at the Iowa Statehouse. Casey is a graduate of Drake Law School and Iowa State University, as well as a member of the Iowa State Bar Association.

In his role as government relations counsel, Brandon Geib advocates on behalf of Wellmark before legislators and regulators in Iowa, South Dakota, and the federal government. Before joining Wellmark, Brandon managed state and federal government relations initiatives in the energy industry, as well as for patient advocacy groups in Des Moines, IA. He also served as general counsel for a political and corporate data analytics firm based out of New York.

Jake Ketzner served as chief of staff for Governor Kim Reynolds and Lt. Governor Adam Gregg from 2017 – 2018. Upon Governor Branstad’s resignation to serve as U.S. Ambassador to China, Governor Reynolds asked Jake to lead her transition team and serve as chief of staff. In this role, Jake oversaw a team of more than 20 policy and communications professionals while managing relations with more than 40 state department and agency heads.

Jake was instrumental in guiding Governor Reynolds’ policies during her historic first legislative session, including the largest tax cut in Iowa history, record education spending, advancing one of the nation’s most aggressive workforce initiatives, balancing the state’s $7.3 billion budget, and working to expand healthcare options for farmers and small business owners.

Jake’s role in the governor’s office dates back to 2009, when he served as the organizational director for Governor Terry Branstad’s comeback tour for governor. Jake led a dedicated team of Branstad-Reynolds staff and volunteers to commanding wins in both the primary and general election campaigns, while serving as floor whip in the nomination of Kim Reynolds as the lieutenant governor candidate.

After overseeing much of the Branstad-Reynolds inaugural efforts, Jake joined the Branstad-Reynolds administration as the chief policy advisor for transportation, corrections, and gaming issues.

Branstad and Reynolds tapped Jake to serve as the campaign manager for their 2014 re-election effort, where he oversaw a $10 million campaign budget while engineering an unprecedented get-out-the-vote effort that produced a 98 county, 22-point victory.

Upon re-election, Jake served as the legislative liaison for the Branstad-Reynolds administration in 2015. Jake worked across party lines with House and Senate leadership to secure bipartisan support for significant transportation and broadband infrastructure investments, among many other initiatives. He departed the office in 2016, establishing a successful career with a leading public affairs firm in Iowa.

Jake is a proud Dowling Catholic High School alumnus and University of Iowa graduate. He lives in West Des Moines with his wife and two children. In his free time, he alternates between his two favorite places, Kinnick Stadium and Lake Okoboji.

Legislative Update

Kevin Kuhlman is the Vice President of Federal Government Relations at the National Federation of Independent Business (NFIB).  

Kevin leads NFIB’s lobbying and advocacy efforts before Congress. When he first arrived at NFIB, Kevin specialized in healthcare issues during the implementation of theAffordable Care Act. Kevin also tracked consideration and implementation of the Tax Cuts and Jobs Act, advocating for small business tax relief for small business owner members. Last year, Kevin managed NFIB’s advocacy on Covid-19 recovery legislation.

Before joining NFIB in 2011, Kevin handled healthcare, labor, education, and small business issues for Congressman Peter Roskam from Illinois. He started his career on Capitol Hill in 2006 as a research staff member for the Committee on Ways and Means.

Elizabeth Matney

As Iowa Medicaid Director, Liz oversees the state’s $5 billion Medicaid program, which serves more than 725,000 Iowans.

She transitioned back to Iowa Medicaid in June 2021 from her post with the Governor’s Office, where he served as health policy advisor for Governor Reynolds for two years.

Liz previously worked in Iowa Medicaid, having served as Medicaid managed care director and Medicaid quality assurance director. She also has direct care experience as a former Medicaid provider.

Liz holds a Master’s degree in Rehabilitation Counseling from Drake University, as well as a Bachelor’s degree in Psychology and Philosophy from Texas State University.

Dwane McFerrin

As Senior Vice President, Medicare Solutions, Dwane McFerrin, CLU®, CFP®, RHU®, CLTC, LLIF has helped position Senior Market Sales® as a market leader selling Medicare Advantage and Part D in addition to Medicare Supplement. He is responsible for the strategic direction of the Medicare product line, carrier relationships and a team of marketing consultants who support sales in excess of 600,000 new business applications into Medicare-related products annually.

Dwane has more than 30 years of experience in executive-level positions in the insurance industry. Prior to joining SMS, he was Vice President of Marketing at Mutual of Omaha and a Senior VP of Agency at Physicians Mutual Insurance Company. He has a strong background in the senior market, sales management, association and worksite marketing, client development and lead generation. 

In 2020 the Omaha Association of Health Underwriters (OAHU) selected Dwane its Underwriter of the Year Award recognizing distinguished service to the association and the industry. McFerrin served as Chair for seven years on NAHU’s Medicare Working Group, served a two-year term on the Omaha AHU Board of Directors and currently serves on NAHU’s mental health task force and prescription drug task force.

Dwane holds a Master of Science Degree in Industrial/Organizational Psychology from the University of Nebraska at Omaha, a Bachelor of Arts from Central College of Iowa and LIMRA's Leadership Institute Fellow designation.

Dan serves as the Senior Vice President of Broker Relations for Payer Compass. Payer Compass offers state of the art technology, proactive advocacy and compassionate care management solutions utilizing reference-based pricing. Dan’s responsibility is to expand the Payer Compass presence in the broker community. In 48 years of industry leadership Dan has served as a producer, an agency principle, program underwriter, a senior agency executive including sales responsibility for 200 commercial and benefits producers generating $100M+ in commission income and as the national sales director of a TPA. He has been involved in several hundred agency acquisitions and divestitures as the buyer, seller or consultant.  Dan is an active business operations consultant, published author, speaker, private pilot, skier, fisherman and grandfather of six. Angela has worked in the health industry throughout her entire career on both the insurance company side as well as the health care provider side. She has been in roles ranging from group underwriting, product development, provider network contracting, managed care, and finance, to sales, marketing, and business development. Much of her career has involved working directly with employers especially in business development for occupational health clinics. Angela enjoys building relationships with employers, learning about their company needs, concerns, and goals, their workforce, and future plans, and then aligns solutions in occupational health, safety, and wellbeing. She has guided employers from 5 to 20,000 employees to reduce their claims spend, lower their mod rate, and OSHA recordables. 

Angela received her Bachelor of Science in Corporate Finance from Drake University. Passionate about learning and teaching, she is a Professional in the Academy for Healthcare Management, has a certificate in Occupational Health Program Management and is also Adjunct Faculty at Des Moines University. Angela is currently a Client Relationship Manager with MercyOne Business Solutions.

Lynn Schreder

Lynn Schreder is co-owner of KHI Solutions, specializing in health insurance for individuals, families and small employer groups. KHI is located in Fort Dodge and West Des Moines. Prior to purchasing KHI in January of 2009, Lynn worked for Wellmark Blue Cross Blue Shield of Iowa in Sales and Marketing.  Lynn has been in the sales and marketing field for over 30 years, including 14 years in the telecommunication industry.

Lynn is a graduate of Iowa State University with a bachelor’s degree in industrial education.

Lynn currently serves as President for NAIFA-Iowa and is past-president of the Iowa Association of Health Underwriters (IAHU).

In addition, Lynn was appointed by the Governor and confirmed by the Iowa Senate to serve on the Iowa Workforce Development Board and began Chairing the board in 2020.  Lynn serves on the NFIB Leadership Council supporting independent businesses through advocacy work at the state and federal levels.  Lynn is past President of NAWBO Iowa and past board member of One Iowa.

Annually, Lynn hosts an outdoor concert/fundraiser for the Cystic Fibrosis Foundation, in honor of her nephew, raising money and creating awareness of this devastating disease. She is married and lives in Granger.

The proud son of a pastor, Noah serves in leadership capacities for local, regional and national faith entities. Currently, Noah serves on his local church council and co-chairs the church’s capital campaign. Additionally, he is the youngest member of the board of trustees of Eden Theological Seminary in St. Louis. During his tenure at Eden, Noah chaired an extensive by-law revision process and served on the committee to select the new president of the seminary. Noah has served on the national board of directors for the United Church of Christ, where he chaired the investment and endowment committee and served on the most recent presidential search committee.
